Qatar E-Commerce Licence 2026: What Is It and How Can Businesses Benefit?

Qatar’s Ministry of Commerce and Industry has introduced the E-Commerce Licence as part of a new package of digital services designed to simplify business establishment and support entrepreneurs and digital businesses.

The licence was introduced pursuant to Ministerial Decision No. (25) of 2026 and provides a more flexible route for establishing and operating approved e-commerce activities online.

What Is the E-Commerce Licence?

The E-Commerce Licence allows approved e-commerce activities to be established and operated online through a licence issued for the website designated for the business activity in Qatar.

The initiative is designed to make it easier for entrepreneurs and digital business owners to enter the market and complete the required procedures electronically.

How Many Activities Does the Licence Cover?

According to the Ministry of Commerce and Industry, the E-Commerce Licence covers 194 approved business activities.

Business owners should therefore confirm that their intended activity is included among the approved activities before submitting an application.

It is also important to check whether the selected activity has any additional regulatory requirements.

How Much Does the Licence Cost?

The official issuance fee for the E-Commerce Licence is:

QAR 500.

This makes the licence an attractive option for entrepreneurs and digital businesses looking for a more accessible way to establish an online commercial activity in Qatar.

How Can You Apply?

The Ministry of Commerce and Industry allows applications for the E-Commerce Licence to be submitted electronically.

This forms part of Qatar’s wider effort to simplify the investor journey and provide more commercial services through digital government platforms.

Who Can Benefit from the Licence?

The licence may be suitable for businesses that primarily provide products or services through websites and digital platforms.

It may be particularly useful for:

• Entrepreneurs

• Online stores

• Digital businesses

• Certain online service providers

• Start-ups

• Commercial websites and platforms

Eligibility depends on the selected business activity and any regulatory requirements associated with it.

Does the Licence Cover Every Business Activity?

No.

The E-Commerce Licence currently covers 194 approved activities.

Before applying, business owners should confirm that their intended activity is included in the approved list.

Some activities may also require additional approvals or conditions depending on the nature of the business and the relevant regulatory authority.

For this reason, applicants should always verify the latest requirements through the Ministry of Commerce and Industry or the Single Window platform before proceeding.

Why Is the E-Commerce Licence Important?

The licence provides a more flexible option for entrepreneurs who want to operate digital businesses in Qatar.

Key benefits include:

• Electronic application process

• QAR 500 issuance fee
